Wylie Independent School District has received an “A – Superior Achievement” rating through the Financial Integrity Rating System of Texas (FIRST) for the 2024–2025 school year, based on fiscal year 2024 data.

FIRST is the state’s system for evaluating how well school districts manage public funds. Ratings are issued by the Texas Education Agency (TEA) and are publicly reported to ensure transparency and accountability in school finance.


What Is FIRST?

FIRST stands for the Financial Integrity Rating System of Texas. Unlike academic accountability ratings, FIRST does not measure student performance or campus instruction. Instead, it evaluates whether a school district:

  • Submits accurate and timely financial reports

  • Receives clean, independent audit results

  • Pays all financial obligations on time

  • Maintains sufficient reserves and cash flow

  • Manages debt responsibly

  • Follows state financial reporting and transparency requirements

The goal of FIRST is to ensure that public school systems are financially stable, well-managed, and compliant with state law.

  • Passing Score: 70

  • Status: Passed

Wylie ISD met all critical financial indicators, including timely reporting, clean audit opinions, compliance with debt agreements, and on-time payments to state and federal agencies. The district also demonstrated strong financial stability, appropriate administrative costs, and responsible long-term planning.

A strong FIRST rating provides reassurance that:

Public Reporting and Transparency

The 2024–2025 FIRST ratings are final and were released by the Texas Education Agency on November 6, 2025, following the completion of the appeals process.

In accordance with state requirements, Wylie ISD will present a financial management report explaining the district’s FIRST rating and performance indicators at a public board meeting within the required reporting timeline. Information about that meeting will be shared with the community in advance.
