FIRST is the state’s system for evaluating how well school districts manage public funds. Ratings are issued by the Texas Education Agency (TEA) and are publicly reported to ensure transparency and accountability in school finance.

FIRST stands for the Financial Integrity Rating System of Texas. Unlike academic accountability ratings, FIRST does not measure student performance or campus instruction. Instead, it evaluates whether a school district:

Receives clean, independent audit results
Pays all financial obligations on time
Maintains sufficient reserves and cash flow
Manages debt responsibly
